چکیده
How to share responsibility for greenhouse gas emissions between consumers and producers is a highly sensitive question in international climate policy negotiations. Traditional ‘Production-Based Accounting’ (PBA), which assigns responisibility the region where are released, has frequently been challenged by ‘Consumption-Based (CBA) schemes that suggest generated produce traded goods services should be attributed their final consumers. PBA CBA both lack sound foundation economic theory as they do not consider benefits accruing or if carbon carry price reflects social costs. We build on well-established derive how trade-related apply this novel approach most prominent bilateral trade relationships using multi-regional input–output data. propose an ‘Economic Benefit Shared Responsibility’ (EBSR) scheme, China significantly higher than CBA, while lower US EU.
